  • DSCA Policy Memo 20-47, Department of Defense Appropriated Building Partner Capacity (BPC) Accounting Interim Solution has been posted.

    Title 10 (T10) BPC authorities leverage the existing Foreign Military Sales (FMS) process and infrastructure to procure authorized defense articles and defense services, as well as track and report BPC case execution to support Department of Defense security objectives. To utilize the FMS process, T10 BPC funds are transferred to the FMS Trust Fund under the authority of the Economy Act (31 U.S.C. § 1535). Based upon recent guidance from the Office of the Under Secretary of Defense, Comptroller (OUSD-C) and DoD Office of General Counsel (DoD OGC) Fiscal, DSCA determined that BPC case funds transferred to the FMS Trust Fund for indirect charges (i.e. FMS Administrative surcharges, Contract Administration Services (CAS) surcharges, transportation, and Packing Crating and Handling (PC&H) costs) do not conform to U.S. Government (USG) accounting and appropriation fiscal requirements. The interim solution will be implemented on October 1, 2020 (Fiscal Year 2021).

    This memo:

    • Modifies Table C9.T2. Case-Related Manpower Functions and Funding Source Manpower Matrix

    The purpose of this memorandum is to clarify and standardize how Dependable Undertaking (DU) eligibility status is established, managed, and terminated. DU is authorized by the Arms Export Control Act (AECA) Sections 22(a) and 29 and requires that FMS Partners authorized to use DU are able and willing to pay at such times and in such amounts as required by the USG for procurement purchases.

    This memo updates C9.8.3. Dependable Undertaking Status.

  • DSCA Policy Memo 20-45, Revised List for Accelerated Case Closure Procedures (ACCP) Participants has been posted.

    Per the referenced letter (France Ministry of Defense Letter dated 20 May 2020 signed by Colonel (Acquisition) Nicolas Tessaud, Defense Cooperation Attaché the France Ministry of Defense requests to participate in the Accelerated Case Closure Procedures (ACCP) Program. Effective immediately, all cases for this customer will be included in the ACCP program. All Implementing Agencies (IAs) must ensure their Foreign Military Sales (FMS) system(s) reflect this revised information. Likewise, DSCA will update the Defense Security Assistance Management System (DSAMS) accordingly.

  • DSCA Policy Memo 20-01, Letter of Offer and Acceptance (LOA) Standardization Guide has been posted.

    In an effort to standardize and improve the quality of LOA documents, the Military Departments (MILDEPs) and DSCA developed the attached LOA Standardization Guide to facilitate LOA development across the Security Cooperation Enterprise. All LOA document developers will follow this guide when developing their LOA documents using the Defense Security Assistance Management System (DSAMS), which will promote consistency and accuracy.

    Effective immediately, program code 'QS' is assigned to track FY 2020/2021 Operation and Maintenance, Defense-wide funds appropriated under the Coalition Support Fund (CSF) and designated for the CRSP. CRSP is funded by CSF and appropriated under Division A of the Consolidated Appropriations Act, 2020 (P.L. 116-93). CRSP funds will remain available for obligation until September 30, 2021.
